how can I fix a window with a broken spiral tube balance?

I have several windows in a house less than two years old. Several of the spiral tube balances - the spiral spring that lets you open the window to any height - are "detaching" and causing trouble. I can get them back on track at the bottom, but they seem to still be broken. Help!
